Who is winning library furniture contracts: the Barbican and Warwickshire awards

The Barbican Centre's £150,000 library furniture contract went to The Design Concept through a Staffordshire framework. Warwickshire has put FG Library Products and The Design Concept on its library refit framework.

In brief

  • The City of London has awarded a £150,000 contract for library furniture at the Barbican Centre to The Design Concept Ltd of Bristol.
  • The contract was let by mini competition through a Staffordshire County Council framework, the route open to any public body using a framework of this kind.
  • Warwickshire County Council has appointed FG Library Products Limited and The Design Concept to its library refit services framework, valued at £999,999 excluding VAT.

Our lead in the mid October issue explains how public furniture is bought: a buyer appoints a panel of suppliers to a framework, and other public bodies can then order through it. Two library contracts published at the end of September show that in practice.

Barbican Centre library furniture

  • Buyer: the City of London Corporation, for the Barbican Centre.
  • Supplier: The Design Concept Ltd, Bristol, awarded on 25 August 2026.
  • Value: £150,000. The contract runs from 9 September 2026 to 30 April 2027.
  • Route: a mini competition through a Staffordshire County Council framework, rather than an open tender.

Warwickshire library refit services framework

  • Buyer: Warwickshire County Council, for the refit, redesign and furniture restocking of its libraries.
  • Suppliers: FG Library Products Limited and The Design Concept Limited.
  • Value: £999,999 excluding VAT. The framework is not divided into lots.
  • Awarded and published on 1 October 2026. The notice describes an eight-year open multi-supplier framework, while its contract dates give an estimated end of 14 October 2029.

For a workshop the lesson is about the route in. Once a framework is in place, bodies across the country can buy through it by mini competition, so the moment to get on a framework is when it is first tendered. Staffordshire is re-tendering its office, educational and library furniture framework now, with tenders due by noon on 29 October.
